Gavin Newsom, who, similar to Pritzker, is considered a potential 2028 Democratic presidential hopeful, is aiming to redraw his state's congressional maps, to give the state five more blue-leaning House districts ahead of next year's elections.But while the Republican push in Texas to upend the current congressional maps doesn't face constitutional constraints, Newsom's path in California is much more complicated.The governor is moving to hold a special election this year, to obtain voter approval to undo the constitutional amendments that created the non-partisan redistricting commission. A two-thirds majority vote in the Democrat-dominated California legislature would be needed to hold the referendum."The proposal that we're advancing with the legislature has a trigger only if they move forward, to dismantling the protocols that are well-established," Newsom said on Monday. "Would the state of California move forward in kind? Fighting? Yes, fire with fire."

Previously, college athletes were only allowed to make money via NIL. But Trump's mandate prevents the athletes from being able to legally accept money from any third-party source to play for a certain school."It had some positive elements to it in that he's trying to regulate a field that has been unregulated," Steinberg said.Steinberg believes that restricting the "collectives," meaning the third parties that were paying athletes to pay for certain universities, was essential in keeping recruiting fair.WEST POINT DECISION TO CUT DUTY, HONOR, COUNTRY FROM MISSION STATEMENT UNDER FIRE AGAIN'"While [schools] can still bring a deal to a player, it's going to have to fit fair-market value," Steinberg said. "It should cool off the volatile recruiting-for-money market."Steinberg also praised the executive order's intent to protect and preserve resources for college sports other than football and men's basketball, especially women's sports that don't generate as much revenue."It has a series of standards based on the size of the revenue of the athletic department that mandates it does not cut scholarships for players in those sports, so it's a protective device," Steinberg said."If part of the goal is to provide the most educational opportunities for the most students, and we think that playing sports is one of those, then it can't simply be college football, basketball and women's basketball; it's got to be a broader charge of protecting those sports."The executive order only lays out general objectives, and gives the Trump administration 30 days to design a framework before it is implemented.Steinberg believes that the defined language of the order must specifically determine what third parties can contribute to recruiting in order to effectively prevent third-party pay-for-play from occurring, while not hamstringing other resources to college sports programs from boosters and not hampering the NIL market."It's gotta have guidelines in terms of what collectives or outside bodies can or can't do in terms of contributing money to that recruiting process, and then it's got to install certain metrics and criteria as to what an acceptable deal is based on player branding and marketing," Steinberg said.Steinberg also called for the implementation of a salary cap in college football and men's basketball.Follow Fox News Digitalssports coverage on X, and subscribe tothe Fox News Sports Huddle newsletter.

    When it comes to traveling abroad, some people may be worried about their safety and want to keep their guard up.In the "r/ParisTravelGuide" forum on Reddit, a traveler asked others for advice on pickpockets."My family will be traveling to Paris next month," the person wrote. "They only hang out in tourist areas and by your clothing it will be obvious you are not Parisian. They never bother me and Ive never been robbed nor has a single person I know."Another user shared, "In the last 2 years, I've stopped two pickpockets in the subway. In one case, they were reaching into someone's backpack and in the other for a phone in a loose back pocket.     Venezuelan suspect 'should never have been in the United States,' police chief says after deadly shooting
    Aurora, Colorado, police apprehended a suspect Monday morning in connection with a weekend shooting that left one woman dead and another critically injured. Authorities identified the man as a Venezuelan national who is reportedly in the U.S. without legal status.Authorities had been searching for 30-year-old Michel Jordan Castellano-Fonseca following the early Sunday morning shooting at an apartment located in north-central Aurora. At the time of the incident, five children ranging from ages 1 to 15 were also inside the apartment.Castellano-Fonseca was taken into custody around 6 a.m. near Mississippi Avenue and Chambers Road, according to an Aurora Police Department spokesperson."The Aurora Police Department is dedicated to eliminating gun violence in our community and remains determined to hold offenders accountable," the department stated, noting that officers had been working nonstop to track down the suspect.TWO ILLEGAL IMMIGRANTS CHARGED IN NYC SHOOTING OF OFF-DUTY CBP OFFICERAurora Police Chief Todd Chamberlain called the attack "a tragedy that never should have happened," and stressed the importance of inter-agency cooperation and access to technology to prevent and respond to violent crimes."This was a heartbreaking and preventable loss of life," Chamberlain said at a Monday press briefing. "The individual responsible should never have been in the United States."Chamberlain identified Castellano-Fonseca as a Venezuelan national who entered the U.S. illegally in 2023, first settling in Florida before relocating to Aurora. He added that the suspect had not initiated any process to obtain legal residency or citizenship. While the suspect was previously cited in Florida for a traffic violation, no other legal action was taken at that time.AMERICANS AT RISK 'ANYWHERE' AFTER 6 ILLEGAL IMMIGRANTS ARE CHARGED IN MOTHER'S MURDER: CONGRESSMANChamberlain shared further details about the shooting, suggesting it likely stemmed from a domestic violence incident.According to investigators, the chain of events began Saturday evening, when the suspect, allegedly under the influence of cocaine and alcohol, left the apartment and contacted someone to help him acquire a firearm. Police believe he test-fired the weapon from a vehicle near East Mississippi Avenue and South Chambers Road before returning to the apartment around 3 a.m.When he arrived, a 15-year-old girl answered the door. Castellano-Fonseca allegedly forced his way inside as the women and children attempted to take shelter in a bathroom. According to Chamberlain, the suspect followed them and fired shots, striking two women in the head one of whom died at the scene. He was eventually located at a Taco Bell, where he was arrested without incident.Chamberlain reiterated that the suspect had a history of violence and accused him of endangering the lives of those he claimed to care for. "This person is now off the streets and in custody," he said.While authorities confirmed that the residents of the apartment were also Venezuelan immigrants, their legal status remains unclear. Victim support services are currently working with them.Chamberlain also spoke on the broader challenges facing law enforcement, including the influx of immigrants to Aurora and the tension between local and federal authorities regarding immigration enforcement.He criticized current restrictions that limit local police cooperation with federal agencies like ICE, particularly following recent legal actions by Colorado Attorney General Phil Weiser."Officers are afraid of being penalized just for cooperating with federal partners," Chamberlain said.     Veteran driver Chris Raschke dies after losing control at 283 mph during record attempt at Utah salt flats
    Veteran driver Chris Raschke died on Sunday after he lost control of his vehicle while traveling at a speed of 283 mph in an attempt to set a record at the famed Bonneville Salt Flats inUtah, event organizers confirmed. He was 60.The Southern California Timing Association (SCTA), which hosts SpeedWeek at the Bonneville Salt Flats, released a statement confirming Raschkes death."At approximately 3:03 p.m. Mountain Time today, driver Chris Raschke. age 60, was attemptinga speed record and lost control of his land speed vehicle at approximately the 2 1/2 mile. Chris was treated by medical professionals at the scene.     Senate GOP ready to go nuclear after Schumer's 'political extortion' of nominees
    Senate Republicans are mulling whether to go nuclear after negotiations with Senate Democrats to ram through President Donald Trumps nominees fell apart over the weekend.The path to confirming dozens of Trumps outstanding nominees was destroyed when the president accused Senate Minority Leader Chuck Schumer, D-N.Y., of "political extortion," and charged that the Democratic leaders asking price for nominees was too high.TRUMP TELLS SCHUMER TO 'GO TO HELL' OVER SENATE NOMINEE DEAL FUNDING DEMANDS AFTER NEGOTIATIONS COLLAPSENow, lawmakers have left Washington without a deal to bundle dozens of nominees that made it through committee with bipartisan support, and a change to how the Senate handles the confirmation process is on the horizon.Senate Majority Whip John Barrasso, R-Wyo., berated Schumer and Senate Democrats for their "unprecedented" blocks of the presidents nominees, and noted that every pick had been filibustered save for Secretary of State Marco Rubio, who glided through the Senate earlier this year. "We have been working through the list, but there is still a large backlog because of the unprecedented filibuster by the Democrats of every nominee," Barrasso said. "And if they dont change their behavior, were going to have to change how things are done here, because a president needs to have his or her team in place."DEMS DIG IN, TRUMP DEMANDS ALL: NOMINEE FIGHT BOILS OVER IN SENATE AS GOP LOOKS FOR A DEALUnder normal circumstances, changing the rules in the Senate would require 67 votes, meaning that Senate Democrats would have to be on board with a change. However, there is a path that lawmakers refer to as the nuclear option, which allows for rules changes to only need a simple majority.There is the political will among Republicans to change the rules, but doing so would open the door for Senate Democrats to do the same when they get into power once more."I think that way is going to happen anyways, because of what Schumer has done. He's forced this, and it's ridiculous that he's doing this," Sen. Markwayne Mullin, R-Okla., said. "And so, whatever, we're at this point, and we'll do, you know what they say, every action requires an equal [reaction], and that's what we're at right now."Some of the options on the table include shortening the debate time for nominees, getting rid of procedural votes for some lower-level nominees, grouping certain civilian nominees "en bloc" something that is already done for military nominees and, at the committee level, deciding whether to lower the number of nominees subject to the confirmation process.GRIDLOCK CRUMBLES AS SENATE ADVANCES SPENDING BILLS IN RACE AGAINST SHUTDOWNCurrently, over 1,200 positions go through Senate confirmation. Senate Republicans have been able to confirm over 130 of Trumps picks so far, but had a loftier goal of doing at least 60 more before leaving town until September.And there are over 140 nominees still pending on the Senates calendar."I think they're desperately in need of change," Senate Majority Leader John Thune, R-S.D., told reporters. "I think that the last six months have demonstrated that this process, nominations, is broken. And so I expect there will be some good robust conversations about that."As to when lawmakers will try to run with a rules change is still in the air. The Senate is gone from Washington until early September and will return to a looming deadline to avert a partial government shutdown.Before leaving town, the Senate did advance a trio of spending bills a first in the upper chamber since 2018 but those same bills are unlikely to pass muster in the House, given that they spend at higher levels than the ones greenlit by the House GOP.Ramming a rules change through without Democrats could also come at a price for government funding negotiations. Schumer said a possible rules change would be a "huge mistake" for Republicans to do on their own."Because when they go at it alone, they screw up for the American people and for themselves," he said.When asked if there were any possible rule changes that he and Senate Democrats could agree to, Schumer said, "We should be working together on legislation to get things done for the American people.""That's the way to go, not changing the rules, because when they change the rules, they say, Only we're going to decide what's good for the American people, and every time they do that, the American people lose," Schumer said.Still, Republicans were unhappy with the way negotiations devolved after days of back and forth."We actually, we wanted a deal," Mullin said. "And these people deserve to be put in position they're going to say that we're trying to do a nuclear option. The fact is, they Schumer went nuclear a long time."
