EXCLUSIVE: Marlon Wayans encouraged his fellow comedians to keep making those off-color jokes in a recent interview with Fox News Digital.Americans' funny bones seem to have stopped working in recent years amid a rise in cultural sensitivities. But Wayans said he's never let a changing culture affect him and not once has he watered down his humor.And he said he's not one to judge when other comics tell edgy jokes. One quip in particular caused a weeks-long controversy in the lead up to the 2024 presidential election. Comedian Tony Hinchcliffe spoke at a rally for President Donald Trump and joked that Puerto Rico was a "floating island of garbage.""There's always going to be different sides of me, but I'm always going to be like 85% comedian," Wayans told Fox News Digital. "And I think comedians have every right to poke fun at everything. Now, if you'd have told that joke maybe a different way, Puerto Ricans may have found it funny. But I'm pretty sure there's some Puerto Ricans that found it funny. It depends on how dark your humor is. And I think you have to have the courage to go, Hey, this is funny. And I'm always gonna subscribe to comedy."Wayans said it's a comedian's job to push buttons and boundaries."I know Tony and you know I've watched him perform at The Comedy Store," Wayans continued. "Tony's a funny dude, and I think, look, we gotta push the envelope. We gotta push buttons. We have to be able to make people feel uncomfortable. We're trying to make people laugh at themselves. We're not trying to hurt your feelings but sometimes there's casualties in war.""Finding jokes is war," he explained. "And sometimes you step on land mines, and that's okay. Next joke. And every joke you tell is going to be like that. But you can't be you gotta be fearless. You gotta just walk through that landmine. Some is going to blow up in your face. You know, I'm pretty sure some people enjoyed it. And then the majority of it, maybe they didn't. But, next joke."Bill Maher also defended Hinchcliffe's joke when he had the comedian on his "Club Random" podcast last week."There's no doubt it's insulting to Puerto Ricans, but I have been over the same territory," Maher said. Eventual megastars like Jamie Foxx and Jim Carrey also served as cast members."'In Living Color' was like my alma mater," Wayans fondly recalled. "It's like where I came up, it's my graduating class. I was the freshman and I learned so much. And that type of humor is ingrained in my soul. That's our family humor. So we're always gonna bring that. Every time we bring a Wayans project, we're always gonna have that flavor. That's just who we are. We're equal opportunity offenders, no holds barred. And we have fun, and we go dark, but with kids' gloves."That's true of his filmography too, Wayans said, referencing his 2004 movie "White Chicks," in which he and brother Shawn play two FBI agents who disguise themselves as White women in order to bait a kidnapper. Some have suggested the movie could never be made today."The whole purpose is not to hurt feelings, it's to actually make people laugh," he added. "And even the people that Our thing is, we try to make the people that we make fun of laugh the loudest. 'Cause flattery is the greatest form of mockery. I mean, mockery is the greatest form of flattery. And so, they've been trying to the internet or whatever trying to cancel us for 'White Chicks' forever, but you can't. You know why? You know who loves 'White Chicks' the most? White chicks. So we told the joke the right way. And that's just how we do our family humor."Wayans was asked whether any politicians could have had a second career as stand-up comics."I'm pretty sure there are I don't know which one right now," he answered. "They're all a bunch of clowns and jokes to me. Just like watching a circus. I don't know what's happening. But you know who would be a really good standup comedian? I think Barack Obama would have been a great standup comedian. Like, he's funny. He's witty, he's charming, he's likable. And he, when he does his speeches, he takes his digs and they're funny. And you know it's like off the top. I think Obama's a funny dude."Obama and his former presidential opponent Mitt Romney were praised for their stellar comedic timing at the Al Smith dinner in 2012. A couple of the more memorable jokes from Obama included him poking fun at his middle name, Hussein, and his poor performance in his first debate against Romney, while also throwing in some jabs about Romney's wealth."Trump's a different kind of comedian," Wayans said. "I think Trump is funny, and he doesn't even know he is. He just says crazy stuff. He's like somebody's crazy grandpa who just sits on a porch spitting out insanity, and you're going, 'Grandpa's crazy, but that one thing he said was kind of funny.'"OBAMA, ROMNEY JOKE AT AL SMITH DINNER IN NEW YORKWayans said he and his brothers always laugh off-camera together, too."Oh, absolutely," he said. "We all, you know, take pride in making each other laugh and, you know, if there's a joke out there, all of us kick it around and try to find the best joke. And we're not trying to one up each other. It just happens. You just start riffing on a joke. Humor is, it's like a band, right? When someone starts playing, you know, a certain instrument in a certain key and you kind of jump in and start with the drums and then somebody else jumps in with the bass, and before you know it, you got this beautiful song. And that's how it is hanging out with my brothers and my sisters."Wayans is currently on his national Wild Child tour. Audio has been released of when Gregg Popovich reportedly suffered a medical emergency at a San Antonio restaurant last month.The now-former San Antonio Spurs head coach was dining at a steakhouse when he reportedly fainted. Popovich then left in an ambulance.The caller said Popovich was "not responding" at first. Theres a provision tucked into President Donald Trumps broadly ranging "big, beautiful bill" that could see Texas get billions of dollars in funds that it spent on the states border security under the Biden administration.The legislation earmarked $12 billion for a grant program allowing states to be reimbursed for costs they incurred trying to stem the flow of illegal immigration during the Democratic administration.The measure was added to the bill hours before the final vote but Rep. Michael McCaul, R-Texas, the former chairman of the House Homeland Security and Foreign Affairs Committees, told Fox News Digital it was a product of months of negotiation."Early on, [Homeland Security Committee Chair Mark Green, R-Tenn., and I were discussing reconciliation going through the Homeland Security Committee. And, you know, there was about $70 billion for the border," McCaul said. "Texas bore the brunt of the federal mission the last four years and deserves to be reimbursed. And so he agreed, had a conversation with Governor Abbott, and he agreed."HOUSE GOP TARGETS ANOTHER DEM OFFICIAL ACCUSED OF BLOCKING ICE AMID DELANEY HALL FALLOUTWhile the text does not name Texas specifically, Fox News Digital was told that the measures inclusion was primarily sought by the Lone Star states congressional delegation.The state of Texas, Fox News Digital was told, had incurred just over $11 billion in costs from Gov. Greg Abbotts efforts to keep the border in his state secure."The fact of the matter is, when you look at the costs that were borne, Texas had the lion's share of [the burden] carrying out the federal mission when the Biden administration completely failed to deliver on border security," McCaul said. "My state built the border wall and built detention facilities. We bore a lot of costs."Operation Lone Star alone cost Texas $11.1 billion, according to The Texas Tribune.Rather than add it to the initial text of the bill, McCaul said, leaders opted to include it in a "managers amendment" that was added on Wednesday night along with several other issues that lawmakers needed more time to negotiate."The legislative process, it's something I've gotten to know over my 20 years and how to get things done up here. And I thought, you know, the way we worked it was strategically very smart," McCaul said. "Its going to the Senate now. And Senator Cornyn is going to take it up, be the champion in the Senate."The Texas Republican first met with Abbott and Speaker Mike Johnson, R-La., on the matter in early February, Fox News Digital was told.McCaul said he also worked closely on the push with Republican Study Committee Chairman August Pfluger, R-Texas, who told Fox News Digital that "no state" carried more financial burden from the border crisis than Texas."Texas spent $11.1 billion on border security, including $5.87 billion on personnel costs and $4.75 billion on border wall and barriers. When the federal government failed to secure our border and protect our communities, Texans stepped up," Pfluger said.Johnson, for his part, thanked McCaul for his efforts in a public written statement."Thanks to Rep. McCaul, states that stepped up to protect Americans in the face of Bidens border catastrophe will be reimbursed for doing the work the Biden Administration refused to do,"the speaker said. "Had those patriotic governors not taken action and used the resources of their state, the devastation from Bidens wide-open border would have been significantly worse."MEET THE TRUMP-PICKED LAWMAKERS GIVING SPEAKER JOHNSON A FULL HOUSE GOP CONFERENCEGreen said of the need for the measure, "In the absence of help from the Biden-Harris administration,stateswere forced to take extraordinarymeasuresto mitigate the crisis and protect their communities by building barrier systems and increasing law enforcement activity."And while McCaul and his colleagues efforts in the House do not guarantee that Texas will ultimately see those funds, it puts them one step closer to success.The measure is one aspect in a multi-trillion-dollar bill that Republicans are working to pass via the budget reconciliation process.By lowering the Senates threshold for passage from 60 votes to 51, reconciliation enables the party in power to pass certain fiscal legislation while completely sidelining the minority in this case, Democrats.Trump directed Republicans to use reconciliation to advance his policies on taxes, immigration, energy, defense, and the national debt.The Senate and House must pass identical versions of the bill before it gets to Trumps desk.McCaul told Fox News Digital that he was confident the measure would stay in the Senate bill after conversations with the Trump administration on the matter."I anticipate it willgo forward," McCaul said. "Im, just proud that we were able to get this done. I'm very proud of what my state did to stop the flow of illegals and dangerous actors coming into the country."When reached for comment, Abbott told Fox News Digital, "This is a national issue that Texas was proud to address, and we are grateful for the allocation that reduces the financial burden that Texas incurred."

A cryptocurrency investor has been charged after he allegedly kidnapped an Italian former business partner and tortured him for two weeks -- using a taser, chainsaw and other twisted methods -- inside a plush New York City townhouse as part of a sadistic plot to steal passwords, according to police and reports.John Woeltz, 37, was seen cuffed wearing a robe and barefooted outside his pad in the SoHo neighborhood of Manhattan on Friday morning, shortly after his victim made a daring escape and called the police for help.Woeltz, who is understood to have had prior business dealings with the 28-year-old unidentified victim, helped lure the man to the Princes Street townhouse on May 6, snatched his passport and tied him up before torturing him in an extortion plot to get the sought-after passwords, the New York Post reports citing police sources. The Centers for Disease Control and Prevention (CDC) has detected multiple cases of the new COVID-19 variant NB.1.8.1, which has been linked toa spike in cases in China. A CDC spokesperson confirmed the findings to Fox News Digital, but said there had been too few cases for the strain to be included in the agencys COVID Data Tracker.A LOOK BACK AT THE EARLY DAYS OF CORONAVIRUS SPREAD"There have been fewer than 20 sequences of NB.1.8.1 in the U.S. baseline surveillance data to date, so it has not met the threshold for inclusion in the COVID Data Tracker dashboard," a CDC spokesperson told Fox News Digital.
