Trump signs $9B rescissions package into law, revoking funding for foreign aid, NPR
President Donald Trump signed into law his roughly $9 billion rescissions package to scale back already approved federal funds for foreign aid and public broadcasting on Thursday, after both chambers of Congress approved the legislation earlier in the month, sources familiar to the matter have confirmed. The signing marks another legislative victory for the Trump administration just two weeks after the president signed into law his massive tax and domestic policy measure, dubbed the "big, beautiful bill."The rescissions package pulls back nearly $8 billion in funding Congress already approved for the U.S. Agency for International Development (USAID), a previously independent agency that provided impoverished countries aid and offered development assistance. However, the Trump administration has faced layoffs and has been absorbed into the State Department amid concerns from the Trump administration that the organization did not advance U.S. core interests.LONG OVERDUE: SENATE REPUBLICANS SLAM THROUGH TRUMP'S CLAWBACK PACKAGE WITH CUTS TO FOREIGN AID, NPRThe rescissions package also pulls more than $1 billion from the Corporation for Public Broadcasting (CPB) that provides federal funding for NPR and PBS.The total $9 billion cut is a fraction of a percent of the entire national debt, which currently sits at about $36.7 trillion as of July 23.The House previously approved its version of the rescissions package in June, and voted on the final version of the measure early on Friday after the Senate narrowly approved the measure by a 51-48 margin early on the morning of July 17. Republican Sens. Susan Collins of Maine and Lisa Murkowski of Alaska voted alongside Democrats to oppose the package.Senate Majority Leader John Thune, R-S.D., said that the measure aligned with other priorities to eradicate waste, fraud and abuse within the federal government and is a step in the right direction."I appreciate all the work the administration has done in identifying wasteful spending," Thune said in a speech ahead of the vote. "And now its time for the Senate to do its part to cut some of that waste out of the budget. Its a small but important step toward fiscal sanity that we all should be able to agree is long overdue."SENATE MARCHES TOWARD PASSING TRUMP'S $9B CLAWBACK BILL AFTER DRAMATIC LATE-NIGHT VOTESMeanwhile, Democrats have said that the cuts to foreign aid are a win for China and Russia, and that the package puts national security at risk. Additionally, Democrats argue Republicans employment of rescissions sets a dangerous precedent that could jeopardize a host of programs down the line."If Republicans slash more American aid, it will create a dangerous vacuum that the Chinese Communist Party will continue to eagerly fill," Senate Minority Leader Chuck Schumer, D-N.Y., said on July 15 on the Senate floor.TRUMP'S $9 BILLION CLAWBACK PASSES FIRST SENATE TEST, WHILE MORE HURDLES AWAIT"They are using pocket rescissions to poison the bipartisan appropriations process, to break the law to steal funds that Congress appropriated, and they're doing it at a party-line vote," Schumer said. "Worse, they're letting Donald Trump decide for himself which programs to defund, and that puts everything at risk healthcare, education, food assistance, public health. Everything everything becomes at risk. That is what happens if a package like this is allowed to become law."CLICK HERE TO GET THE FOX NEWS APPAlthough Trump previously attempted to advance a rescissions package in 2018 that also targeted foreign aid and public broadcasting funds during his first term, it failed to gain support in the Senate after Collins and then-Sen. Richard Burr, R-N.C., voted against it.The last time Congress approved a rescissions package was in 1999.Fox News Alex Miller contributed to this report.

Bucs place 450-pound rookie on non-football injury list due to weight issues
The Tampa Bay Buccaneers placed undrafted defensive tackle Desmond Watson on the non-football injury list due to his weight.Watson, 22, was 6-foot-6, 464 pounds when the Bucs signed him after the 2025 NFL Draft. He is down to about 450 pounds but hasnt lost enough weight to be cleared for training camp."It's just about trying to get him better, to be a healthier player and getting him on the field a little more," head coach Todd Bowles told reporters Wednesday.CLICK HERE FOR MORE SPORTS COVERAGE ON FOXNEWS.COM"That's kind of where I'm at right now. He's working at it, and we're working with him. And that's all you can ask right now."Watson has the ability to be a quality run stuffer in the NFL. In four seasons with the Florida Gators, Watson had 63 tackles and 1 sacks.JETS' JUSTIN FIELDS CARTED OFF DURING TRAINING CAMP PRACTICE AFTER SUFFERING APPARENT INJURY"We have some things we have in mind with him where we want to see him at, and well continue to monitor that and get him to where we think he needs to be and go from there," Bowles said.During his time at Florida, Watson said stopping to get food while driving was one of the reasons he had put on a lot of weight."Stopping while driving," Watson said when asked about bad habits he's tried to shed at his pro day. "My biggest thing is keep going, get to where I need to get. There are stores and a lot of temptations. That's helped me immensely. Don't go inside the gas station. Pay at the pump. Because inside it's snacks and all types of things like that. Don't pull over. If you're on the highway, stay on the highway until you get where you've got to go."If Watson were to make the 53-man roster and appear in a game, he would make NFL history as the heaviest player to play in the leagues history.Fox News' Scott Thompson contributed to this report.Follow Fox News Digitals sports coverage on X, and subscribe to the Fox News Sports Huddle newsletter.

Schumer faces 'no-win situation' with far-left Dems ahead of government shutdown battle, Sen. John Thune says
Senate Majority Leader John Thune, R-S.D., predicted Senate Minority Leader Chuck Schumer, D-N.Y. will be stuck between a rock and a hard place over whether he will back a government shutdown. On Thursday's installment of the "Ruthless" podcast, Thune said Schumer will be under "enormous amount of pressure" in the fall by the far-left Democratic base to resist keeping the government running in hopes of halting the Trump administration from enacting its agenda, insisting that "the Trump Derangement Syndrome is at an all-time high" with his Democratic colleagues that is fueling their obstruction."We need to do everything we can-House Republicans, Senate Republicans, President Trump and his team to, you know, set it up for success, to keep the government up and funded," Thune said. "And then if Chuck Schumer, you know, what's he going to do? Is he going to bow to the Democrat base or do the responsible thing and keep the government funded? That's the decision."SEN. JOHN THUNE OFFERS POTENTIAL SOLUTION FOR NIL REFORM: LIKE THE NFL BUT WITHOUT A CONTRACT"Ruthless" co-host Josh Holmes pointed to the tense backlash Schumer received from the progressive wing of his party for voting for the Trump-backed spending bill earlier this year, asking Thune whether his Democratic counterpart will "do the right thing.""That is the concern," Thune responded. "And I think that, to your point, the pressure is going to be enormous from, you know, the left wing of the party. And increasingly, you're seeing the tail wagging the dog in the Senate. So, you know, it's Elizabeth Warren, it's Bernie Sanders, it's Cory Booker, Chris Murphy, kind of the left of the left in the Senate."FOX NEWS LANDS LICENSING DEAL WITH POPULAR RUTHLESS PODCAST AS PART OF EXPANSION OF NEW MEDIAThune acknowledged that Republicans have previously been in Schumer's situation in the minority, most recently during the Biden administration, and that his party is often blamed for government shutdowns by the liberal media. But now, it's the New York Democrat in the hot seat."It's hard, but at some point, you know, you've got to keep the lights on," Thune said. "So I'll be interested to see that as well, how he handles it. But we're going to give him every opportunity if we can just stay united and keep our team together, we can really force them to make up what will be probably a hard decision, but based on where, like I said, the energy of the Democratic Party is right now it's a no-win situation."Tune in to "Ruthless" every Tuesday, Thursday and Friday on all podcast platforms and YouTube.CLICK HERE FOR THE LATEST MEDIA AND CULTURE NEWSCLICK HERE TO GET THE FOX NEWS APP

FCC approves Paramount-Skydance merger following Trump settlement, Colbert cancellation
The FCC announced it has approved the $8 billion merger between Paramount Global and Skydance Media, putting an end to the yearlong high-stakes saga."Americans no longer trust the legacy national news media to report fully, accurately, and fairly. It is time for a change. That is why I welcome Skydances commitment to make significant changes at the once storied CBS broadcast network," FCC Chairman Brendan Carr said in a statement Thursday. "In particular, Skydance has made written commitments to ensure that the new companys programming embodies a diversity of viewpoints from across the political and ideological spectrum.Skydance will also adopt measures that can root out the bias that has undermined trust in the national news media.""These commitments, if implemented, would enable CBS to operate in the public interest and focus on fair, unbiased, and fact-based coverage.Doing so would begin the process of earning back Americans trust.Todays decision also marks another step forward in the FCCs efforts to eliminate invidious forms of DEI discrimination. And Skydances commitment to enhancing local news and reportingcoverage valued by the publicwill also inure to the benefit of the American people," Carr continued.PARAMOUNT, CBS FORCED TO PAY EIGHT FIGURES, CHANGE EDITORIAL POLICY IN SETTLEMENT WITH PRESIDENT TRUMPThe merger comes just days after Paramount settled President Donald Trump's lawsuit for multi-million dollars and its network CBS canceled "The Late Show with Stephen Colbert."The newly formed Paramount Skydance Corp. is led by CEO David Ellison, the son of billionaire Oracle co-founder Larry Ellison, and former NBCUniversal CEO Jeff Shell, who will serve as president.Paramount's controlling shareholder Shari Redstone, who controlled more than three-quarters of Paramounts Class A voting shares, will exit the company.Industry insiders believe Ellison, who was spotted sitting with President Donald Trump at UFC event in April, will aim to eliminate the perceived liberal slant at CBS News. It was previously reported that Skydance committed to appointing an ombudsman to oversee CBS News content.SKYDANCE INFORMS TRUMP'S FCC IT WILL ELIMINATE DEI AT PARAMOUNT, CREATE CBS NEWS OMBUDSMAN FOLLOWING MERGEREllison and Shell are tasked with enhancing Paramount and CBS brands and have said the newly formed company will aim to be a creative-driven destination for storytellers.Redstone was Paramounts controlling shareholder through National Amusements Inc., the company she took control of in 2016 when her media mogul father,Sumner Redstone, was deemed too incapacitated to run thecompany. He died in 2020.The merger comes after years of interest from various potential bidders. When it was first announced last year, Paramount said the Skydance Investor Group would pay $2.4 billion for National Amusements Inc.The 2024 announcement also said the Ellison family and a RedBird Capital Partners-led group would invest a maximum of $6 billion in cash or shares to non-NAI stockholders and in "additional capital to paydown debt and re-capitalize the balance sheet" of the new company.Redstone is set for a significant windfall as a result of the deal with Ellison. Bloomberg reported last year that she would receive $180 million in severance on top of the roughly $350 million she would pocket from the merger. Before the merger became official, Paramount and CBS agreed to settle President Trumps "election interference" lawsuit earlier this month for a sum expected to be north of $30 million, including $16 million upfront for Trump's presidential library.A source familiar with Paramounts Redstone-era leadership told Fox News Digital that only the initial $16 million was sanctioned by the official mediator, and they had no knowledge of any deal Trump made with incoming ownership. Trump confirmed on Truth Social this week that he expects another $20 million from the new owners to be allocated for advertisements and public service announcements to promote conservative causes.DEMOCRATIC SENATORS DEMAND FULL FCC VOTE ON PARAMOUNT-SKYDANCE MERGER FOLLOWING TRUMPS CBS SETTLEMENTRedstone, who recused herself from discussions related to the Trumps "election interference" lawsuit in February, wasnt thrilled with being tied up in litigation with the sitting president and signed off on a settlement. It is widely believed that she wanted to settle in hopes of preventing potential retribution by Trump's FCC, which had the authority to halt the merger with Skydance.Longtime "60 Minutes" correspondent Steve Kroft called the settlement a "shakedown," Comedy Centrals Jon Stewart criticized the pact on Paramounts airwaves, CNNs Brian Stetler called it a "disturbing development" and current CBS News staffers were in disbelief."This settlement is a cowardly capitulation by the corporate leaders of Paramount, and a fundamental betrayal of 60 Minutes and CBS News," veteran "60 Minutes" producer Rome Hartman toldFox News Digital at the time.Meanwhile, Paramount and CBS ignited further backlash among liberals last week when it announced the cancellation of "The Late Show with Stephen Colbert." CBS insisted it was purely a financial decision, while many critics, including top Democrats, accused the network of political motivation ahead of the Skydance merger. But Colbert's show was reportedly losing CBS $40 million a year and that it had been running on a whopping $100 million budget per season.Still, Paramount has been at the receiving end of intense criticism, including by its own talent like "Daily Show host Jon Stewart and the creators of "South Park," both shows airing on Paramount-owned Comedy Central.Senators Bernie Sanders, I-Vt., Elizabeth Warren, D-Mass. and Ron Wyden, D-Ore., sent a letter to Ellison demanding answers about the Trump settlement and the Colbert cancellation, suggesting anti-bribery laws may have been broken in order for the merger to proceed with FCC approval.Fox News Digitals Aislinn Murphy contributed to this report.
